OpenStack snapshot operation fails with 'Device busy' error

Issue

  • When trying to create OpenStack snapshots, the operation fails with a Device busy error.
  • In the OpenStack volume.log, you can see the following error: Exception during message handling: NaApiError: NetApp API failed. Reason - 16:Clone operation failed to start: Device busy..
  • In the ONTAP ems log, you can see the following error:  File clone create of clone file <file> from source file <file> in volume <vol> failed with device-busy error. Reason: Backpressure failure
