OpenStack Cinder Fails to Provision New Volumes on NetApp Storage When LUN Limit is Reached (1024 LUNs per Volume)

Issue
- When using OpenStack with NetApp as a Cinder backend, VM creation and Cinder snapshot operations fail once a NetApp volume reaches the maximum supported LUN count (1024 per volume).
- This results in downtime or inability to provision new VMs or Cinder snapshots.
