Single node Azure instance is down and when booted from the console shuts down again

Issue

Azure single node instance went offline after backend upgrades issued by Azure and the node never recovered.
 
From Azure side logs the customer may see the following alert:
"properties": {
"title": "Remote disk disconnected",
"details": "We're sorry, your virtual machine is unavailable because of connectivity loss to the remote disk. An unexpected problem is preventing us from automatically recovering your virtual machine.",
