Issue

When trying to enable Inactive Data Reporting on an aggregate the following error is thrown:

::*> aggr modify -aggregate [aggregate] -is-inactive-data-reporting-enabled true Error: command failed: Failed to modify enable_cold_data_reporting of aggregate [aggregate]. Reason: [aggregate] is not eligible for inactive data reporting.
