Cloud Volume ONTAP BYOL license does not update in Cloud Manager with the error message "License not found in the cot manifest"

Issue
- When running the following command within the clustershell of the CVO, the
Expiration
field displays an expired date, in spite of the same license/serial number being associated with a non-expired date.

- After clicking on Enter Working Environment of the same CVO within Cloud Manager and selecting the Volumes tab thereafter, a red banner appears with the message:
An error occurred while retrieving volumes for working environment <cvo-name>: InvalidMetadataException. Could not determine configuration for vsa <cvo-name>, region <region>. License not found in the cot manifest.
