BlueXP fails to convert node-based license

Issue

When converting a node-based license to capacity based, the following error is seen: 
“The system-provisioned capacity exceeds that of the capacity-based license. 
You should add a marketplace subscription to charge the excess capacity or extend the available capacity to your current 
license.”
