All Working Environments failed in BlueXP following 3.9.45 or later update

Issue
The NetApp Console canvas shows working environments have failed with the following error:
Connection refused: occm/10.x.x.x:80Note: the IP address in the error is the internal IP address for the OCCM Container and will not be recognized
