Trident backend does not properly initialize with ontap version 9.18.1

Issue

A TBC does not properly initialize and having the following error in the trident-controller log:

time="YYYY-MM-DDThh:mm:ssZ" level=error msg="Could not initialize storage driver." crdControllerEvent=update error="error initializing ontap-nas driver; could not create Data ONTAP API client: ONTAP version 9.18.1 does not support ZAPI calls, please remove `useRest=false` from the backend config"
