Kubernetes or Openshift fails deployment of a PVC as PV with the error "no available backends for storage class" with Trident ontap-san

Issue

PV deployment failure with Trident ontap-san driver with the following message:

time="<DATE_TIME>" level=debug msg="Volume event." eventType=Normal message="no available backends for storage class <SC_NAME>" name=pvc-<UUID> reason=ProvisioningFailed

However, a backend with that storage class actually exists.
