LACP port down with partial status due to mismatched peer system IDs

Issue
- One or more interfaces are not active in an ifgrp with LACP
- ifconfig -v indicates multiple system IDs on different ports in the same ifgrp
Example:
- The LACP peer is sending two different
system IDs(AA-BB-CC-DD-EE-FF vs FF-EE-DD-CC-BB-AA) - Leaving only one interface in the ifgrp in the
ACTIVE state
