Answer

No. Tiering on the volumes will stop, however there can be a maximum of 60GB of data outstanding per aggregate, which will be processed regardless of the tiering policy.

Additional Information

Stopping the hard way by disabling the InterCluster LIF is highly discouraged, because reading from the capacity tier will fail.
