Answer
When trying to add a storage system to the E-Series SMI-S Provider using the Array Management Utility software, the utility performs a communication check with the storage system prior to adding the system to the Provider. If the communication test does not pass, then a code 10 will be returned.
Check to make sure network traffic can pass to the storage systems from the SMI-S Provider server. Port 2463 needs to be open, as the Provider uses it to communicate to the storage systems.
