Software using ONTAPI times out on https SVM connect after 21 seconds

Issue
When attempting to run an operation on an ONTAP SVM, the software received a timeout on https after exactly 21 seconds.
An example error message from SnapCenter in the
SMCore/SAL or SnpDrvDbg debug logs:The running command stopped because the preference variable "ErrorActionPreference" or common parameter is set to Stop:
