Software using ONTAPI times out on https SVM connect after 21 seconds

Issue

When attempting to run an operation on an ONTAP SVM, the software received a timeout on https after exactly 21 seconds.
 
An example error message from SnapCenter in the SMCore/SAL or SnpDrvDbg debug logs:
The running command stopped because the preference variable "ErrorActionPreference" or common parameter is set to Stop:
Connection to <SVM_MGMT_IP_ADDR> on port 443 for protocol HTTPS timed out.
at System.Management.Automation.Runspaces.PipelineBase.Invoke(IEnumerable input)
at SnapDrive.Nsf.Core.Storage.StorageConnection.InitializeONTAP(SDStorageSystemId storageSystemId)

 
In Snap Creator Framework, the 21 second gap is visible from the debug log, for example:

[<DATE> 06:00:00,167] INFO: Validating policy: daily finished successfully
########## Detecting Data ONTAP mode for 10.193.8.185 ##########
[<DATE> 06:00:21,205] INFO: STORAGE-03031: Getting system version details of [<IP_ADDR>]
