Software using ONTAPI times out on https SVM connect after 21 seconds

Issue
When attempting to run an operation on an ONTAP SVM, the software received a timeout on https after exactly 21 seconds.
An example error message from SnapCenter in the
SMCore/SAL
or SnpDrvDbg
debug logs:The running command stopped because the preference variable "ErrorActionPreference" or common parameter is set to Stop:
Connection to <SVM_MGMT_IP_ADDR> on port 443 for protocol HTTPS timed out.

In Snap Creator Framework, the 21 second gap is visible from the debug log, for example:
