SnapCenter for Oracle database clone from SnapMirror destination fails with error during "Application Clone" phase

Issue

When cloning a database from snapmirror destination the following error is found:

Activity 'Application Clone' failed with error: CloneActivity contains warnings: PL-SCO-30050:
The cloned database with SID TEST failed with error: "ORACLE-20001: Error trying to change state to MOUNTED for database instance TEST: ORACLE-00001: Error executing SQL: [STARTUP MOUNT;]. The command returned: ORA-39511: Start of CRS resource for instance '223' failed with error:[CRS-2643: The server pool(s) where resource 'ora.test.db' could run have no servers". Manual steps to bring up the database may be required.
