Issue

A220\A150 initialize for MetroCluster configuration failure with 16 internal disks.

Initialize from boot menu will faill with below messages:

BOOTMGR: The system has 0 disks assigned whereas it needs 4 to boot, will try to assign the required number.
sanown_assign_X_disks: init boot assign with quarter shelf policy for shelf id: 0
sanown_assign_X_disks: assign disks from my unowned local site pool0 loop
sanown_assign_disk_helper: Assigned disk 0b.00.6
sanown_assign_disk_helper: Assigned disk 0b.00.7
sanown_assign_X_disks: MCC assign pool0 disks from local which is owned by other site node
sanown_assign_X_disks: assign pool0 disks from local site loop owned by other site node
sanown_assign_X_disks: assign pool0 disks from local site loop with unowned disks present

BOOTMGR: already_assigned=0, min_to_boot=4, num_assgined=2
BOOTMGR: Assigned 2 out of 4 disks requested

BOOTMGR: If the disk shelves are partially populated,
Follow best practice guidelines to populate disks in the right slots
