OnCommand Unified Manager: Observed aggregate over-commit warnings

Issue
Aggregates show an extreme over-commit capacity even when the volumes that are being provisioned from resource pools are less than five percentage of the total aggregate. This is causing threshold and alert issues.
OnCommand Unified Manager (UM) reports an aggregate over-commitment with the following error message:
