Trident PVs are pending finalization or provisioning with pods pending

Issue

Pods are seen pending finalization or pending volume provisioning, and listing the Trident backend with tridentctl get backend shows it as "failed".
 
Errors seen in the trident logs are:
level=warning msg="Backend not online." backend=backend-aselsan requestID=<REQ_UUID> requestSource=Internal
level=warning msg="Cannot terminate an uninitialized backend." backend=<BACKEND_NAME> backendUUID=<BACKEND_UUID>
driver=ontap-nas requestID=<REQ_UUID> requestSource=Internal state=failed
