Web (HTTP) services may be inaccessible on cluster nodes downgraded or reverted from ONTAP 9.4x to 9.3x

Issue

Any connections over HTTP or HTTPS fail. This includes ZAPI-based applications such as the OnCommand products, as well as SnapDrive, SnapCenter, and SnapManager.

Additionally, errors similar to the following might be seen:

Tue Jan 08 16:59:08 CST [Cluster01-01: spmd: spm.httpd.process.exit:alert]: The web server (httpd) with ID 96250 exited as a result of normal exit (1). This server will attempt to restart.
