SSH connection refused and options autosupport reporting "can not be read, connection problem" after upgrade to 8.2.5PX

Issue

After upgrading to 8.2.5P3 or ..P4, Secure Shell (SSH) connections might fail with "connection refused" error, and the "options autosupport" command output might return "unknown" values.
 
Example 1:
When running "options autosupport", the following type of errors might occur:
 
option autosupport.content: can not be read, connection problem (code=0xffffffff)
autosupport.content          unknown    (value might be overwritten in takeover)
option autosupport.doit: can not be read, connection problem (code=0xffffffff)
autosupport.doit             unknown
option autosupport.enable: can not be read, connection problem (code=0xffffffff)
autosupport.enable           unknown    (value might be overwritten in takeover)
option autosupport.from: can not be read, connection problem (code=0xffffffff)
autosupport.from             unknown    (value might be overwritten in takeover)
option autosupport.local_collection: can not be read, connection problem (code=0xffffffff)
 
Example 2:
 
SSH might fail with the following results:
 
ssh-client-host:~ # ssh root@10.65.51.X
ssh: connect to host 10.65.51.X port 22: Connection refused
ssh-client-host:~ #
