LS mirror of SVM root volume appear stuck in "container block reclamation" process

Issue

SVM root volume LSM destination volumes stuck at "container block reclamation" in 'wafl scan status'.

Running a 'wafl scan status' on each node shows that all root volume LSM destinations are continuously in process and always stuck at block 0 of the "container block reclamation" process.
