hw_assist ip change after each failover

Issue

After each reboot the system switch between hw_assist IPs and the following alerts can be seen in EMS log:
 
 cf.hwassist.DefaultPrtnrAddr:notice]: The system automatically chose 11.11.11.11 as the hardware-assisted takeover partner address.
 cf.hwassist.DefaultPrtnrAddr:notice]: The system automatically chose 22.22.22.22 as the hardware-assisted takeover partner address.
