Reassign foreign disks fails "because the disk reservation is not held by this node"

Issue

Trying to remove the foreign ownership or reassigning disks that were prior attached to another High Availability (HA) pair or another cluster fail with:
"disk reservation is not held by this node"
 
node-01> disk assign 0a.3.0 -s unowned -f
Assign request failed for disk 0a.3.0 because the disk reservation is not held by this node. Disk assign request failed.

node-01> priv set advanced
node-01*> disk remove_ownership 0a.3.0
disk remove_ownership: Disk 0a.3.0 reservation is not held by this node.
