ONTAP 9.X storage pool operation fails because "Storage Pool is busy with another operation"

Issue

Any storage pool operation (add-disk, delete, etc.) fails stating that another operation is in progress, even though the job does not exists or is killed already.

Example

cluster::*> storage pool delete -storage-pool storagepool1
Error after performing the operation: 
Data ONTAP API Failed: Storage Pool is busy with another operation, job ID 90042 (Error:13001)
cluster::*> job show -id 90042 -instance
