Node unresponsive via console or Service Processor and reseat does not resolve

Issue
- Node goes down (with or without partner takeover) and fails to boot.
- Serial console connection may yield no output.
- Connection via SP/BMC may also fail.
- Physical inspection may show the controller has no lit LEDs and appears powered off despite connections to known good power.
- The motherboard and all FRUs have been reseated and the issue remains.
