High ONTAP latency reported but not in qos statistics volume latency show

Issue
- High latency is observed from ActiveIQ Unitified Manager or
qos statistics volume performance show. - But running
qos statistics volume latency showdoes not indicate a delay. - Both the clients and ONTAP report a high latency despite no obvious CPU or disk bottlenecks.
