ONTAP Select LIFs don't failover when frontend Network is down

Answer

ONTAP only sees the virtualized HW which is presented to it by the ESXi hosts.

The Failover for the uplinks in Select is not provided by ONTAP itself, but it relies on the uplinks configured in the vswitch on VMware. Normally you have an active and passive links on the vswitch and they are connected to the physical NIC of the host.

If the physical links are down on the NIC of ESXi host but the uplinks are showing as up in VMware, ONTAP will not see it and LIFs don't failover.

This is expected behavior.
