Garbage Collection stops due to 'Destructing GC State Machine Helper' failing

Issue

Garbage collection service is running but not completing.  The last message in Active IQ event log for Garbage Collection is GCStarted and GC Cluster Coordination Complete, the service stops reporting GCCompleted and GCAborted is not present.
