Failed Drive Cannot Be Removed from SolidFire Cluster During Element Upgrade

Issue
- A drive on a node fails during an Element upgrade
- Attempts to remove the failed drive using the RemoveDrives API reported success
- The drive continued to reappear in the Failed Drives list with a new drive ID
- This issue prevents the node from being removed from the cluster
- The Element upgrade halted
