Element Create Datastore Operation fails due to volume not visible to host

Configuration Details:
- Challenge-Handshake Authentication Protocol (CHAP) enable on all volumes
- Dynamic Discovery enabled on all hosts
- No volume access groups
Issue
After executing the NetApp Element Plug-in Wizard to create a new volume and datastore from within a Netapp SolidFire or HCI cluster, the volume is presented to the VMware host, but the host itself seems to indicate it’s already logged into the new volume/target with the expected 2 iscsi sessions. As a result, the NetApp Element Plug-In is not able to access the new volume and the following message below is displayed from the vCenter vSphere UI:
