ONTAP Select Cluster deployment fails at OVA upload due to missing vCenter content library permissions

Issue
- Deployment of a new ONTAP Select cluster fails during the OVA upload step for all nodes. The error results in cluster creation rollback and deletion of nodes and mediator.
