MetroCluster configuration fails - Unable to find an HA partner via RDMA Interconnect

Issue
When initially configuring the metrocluster, it may fail with the error "
Unable to find an HA partner via RDMA Interconnect
".Example:
ClusterA::*> metrocluster configure -node-name ClusterA-01 -refresh true
Warning: Using -refresh option will overwrite any existing MetroCluster configuration.

[Job 60] Configuring Nodes
[Job 60] Job failed: Configure of remote node "ClusterB-02" in cluster "ClusterB" failed. Reason: (Unable to find an HA partner via RDMA Interconnect.). Check the hardware for errors and make sure all nodes are online, then try the command with "-refresh true". Use the "metrocluster operation show" command to view detailed error information. Resolve the errors, then try the command again.
