MCC Switchover Operation is not possible, configuration replication service is not ready

Issue

• MCC Switchover operations are not possible when cluster configuration replication is not healthy

ClusterA::> metrocluster operation show 
       Operation: switchover
           State: failed
      Start Time: 2/26/2021 14:37:37
        End Time: 2/26/2021 14:37:39
          Errors: Failed to set up the node and cluster components for the switchover operation.
                  ClusterA(fatal): Configuration replication service is not ready in cluster "ClusterA".
                                   Wait a few minutes, then try the command again.

• None of both MDV volumes is used for storage replication
