FCVI adapter discards frames due to c3 timeout on MetroCluster switches

Issue
- Alerts generated (Emails, Autosupports, SNMP Traps, etc.) for the Fibre Channel Virtual Interface (FCVI) resets:
HA Group Notification from s1node1 (Reset occured on FCVI port 0f) NOTICE
- Node event logs indicate frequent frame discards experienced by the FCVI port
