S3 bucket cannot be created while ONTAP cluster is in partial giveback

Issue

The vserver object-store-server bucket create command fails when data aggregate(s) are not located on their home node:
 
::> vserver object-store-server bucket create -bucket S3bucket -size 100G -storage-service-level extreme -qos-policy-group policy1 -versioning-state enabled :: Error: [Job 37779] Job failed: Failed to create bucket "S3bucket" for Vserver "svm1". Reason: Unable to find a suitable aggregate for volume "" in Vserver "svm1". Reason: The aggregate model cached data for aggregate "aggr1" is more than 24 hours old. This indicates a problem with the model caching system. Contact technical support for assistance.
