SMB2 Tree Connect Timeout and High Latency on FlexCache Destination Volume

Issue
Users experienced the following symptoms on a FlexCache destination volume:
- High latency reported on FlexCache destination volume (latency spikes to tens of thousands of ms)
- IOPS and throughput are 0 during the high latency period
- CIFS/SMB shares hosted on FlexCache volume become inaccessible or cannot be mounted
- SMB2 tree connect operations timeout
