Answer

  • Strictly speaking, no, it's not possible to host one volume under too SVMs
  • However, a close approximation of this can be accomplished using FlexCache to serve data from some origin volume on some other cache SVM
    • In this case, both SVMs must be able to authenticate users, and the permissions of the data on the cache will be derived from the permissions on the origin
