Error "Maximum scans already running" occurs during inactive-data-compression execution

Issue

While the "volume efficiency inactive-data-compression start" command is already being executed for 5 volumes and all these five are in RUNNING state, the execution for the 6th volume fails with the following error:

volume efficiency inactive-data-compression start -vserver XXX -volume XXX
Error: command failed: Failed to start inactive data compression scan on volume "XXX" in Vserver "XXX". Reason: "Maximum scans already running."
