DATA lifs become unreachable after lif node failover due to unreachable broadcast-domains

Issue

After failover, LIFs migrated to surviving node and the corresponding vlan tagged port/interface LIFs are unable to communicate and broadcast domain is reported as "unreachable"
::>network port reachability show -instance -port <port_name>
     Node: <node_name>
     Reachability Status: no-reachability
