CIFS/NFS inaccessible due to offlined aggrs and LS mirrors on the SVM root volume

Issue
- After one or more aggregates have been offlined, clients can no longer access CIFS shares
- The following error is present in EMS:

Share is not accessible. You might not have permissions to use this network resource. Contact the administrator of server to find out if you have access permissions.
An internal error occurred. - The following message may be seen in MGWD logs depicting LS mirror(s) may be unhealthy and scheduled transfers may fail:
[NODE:mgwd:mgmt.snapmir.schd.trans.fail:alert]: Scheduled transfer from source volume 'NODE://vserver/volume' to destination volume(s) ... failed with error 'Failed to get volume attributes for NODE://vserver/volume.(The volume does not exist for the operation)'.
- Attempts to online volumes fail with error messages such as:
vol online: Error onlining volume "...". Modification not permitted. Unable to determine the state of the volume.
