Unable to access Microsoft cluster share volumes (CSV's) Event ID 5120 and 5142

Issue

User cannot access a Cluster Shared Volume in a Microsoft Windows Cluster taken from a non-owning node to an owning or a coordinating node.

The Windows event log finds both Windows System Event IDs 5120 and 5142.

4/3/2014 12:01  Error 5142 Microsoft-Windows-FailoverClustering  Cluster Shared Volume Info S-1-5-18 NT AUTHORITY\SYSTEM Cluster Shared Volume 'Volume3' ('Disk \?\volume{7dfa0ed8-4d5c-4cf6-b257-8b0f19b41d06}') is no longer accessible from this cluster node because of error 'ERROR_TIMEOUT(1460)'. Please troubleshoot this node's connectivity to the storage device and network connectivity.\r\n\r\n
