Root Aggregate not recognized while rolling back a storage controller upgrade

Issue

When reverting a partially completed storage controller upgrade, the system is unable to boot and panics with the following message:
 
PANIC: This version of Data ONTAP does not recognize the filesystem of the root aggregate. in SK process rc on release 9
