High latency observed post ONTAP upgrade to 9.14.1+ with SnapMirror Synchronous and lock manager conflicts

Issue
- Increase in latency reported on multiple volumes with SnapMirror synchronous running
- The latency reported can reach upward of 2-3 seconds in NetApp Harvest or Active IQ Unified Manager (AIQUM) but not reported in
qos statistics volume latency showcommand. - Packet traces captured during the issue shows high service response times (SRTs) from the storage with File Lock Break not registering on the clients.
- Multiple
repl.switch.to.seq.splitevents with high operation latency reported in EMS during the issue:

- The latency drops down to expected values when synchronous SnapMirror of the volume impacted is disabled.
