Volume resize fails with error message insufficient storage available in the Vserver

Issue

Volume resize fails as seen:

cluster_CLI::> volume size -vserver svm1 -volume vol1 -new-size 1T
vol size: Error setting size of volume "svm1:vol1". Request to perform volume operation failed because there is insufficient storage available in the Vserver "svm1". To increase the available storage in the Vserver, you can, for example, delete volumes, Snapshot copies, or files. Other options include raising the storage limit.

The volume was thin provisioned, but the hosting aggregate had sufficient space to allow for the volume to be grown.
