Volume quota show command returns "The specified qtree does not exist."

Issue

When running volume quota show, an error is returned saying The specified qtree does not exist.:
 
::> volume quota show -volume vol1  -vserver svm1
 
Vserver Name: svm1
Volume Name: vol1
Quota State: initializing

Last Quota Error Message:
The specified qtree does not exist.  (type:user target:"" qtree:qtree1).
