New cluster setup: Add local tier failed: No recommendation can be made for this cluster

Issue

After reinstalling the cluster, system manager shows the error "No recommendatoins can be made for this cluster" and it wont create the data local tiers.

  1. Sysconfig reports spare data partitions missing
  2. Shows different (previous install) name of the node or different ID.
    ::> node run -node <node> sysconfig -r
