Highest TLS Protocol version supported by the BMC is TLSv1.2 error when attempting to enable only TLSv1.3

Issue

When configuring ONTAP network security to support only TLSv1.3 the following error occurs:

cluster1::*> security config modify -supported-protocols TLSv1.3 -interface SSL

Error: command failed: The configuration could not be updated due to the following conflicts:

       Highest TLS Protocol version supported by the BMC is TLSv1.2
