Giveback fails with "Volume count exceeds system limit" error after Ontap upgrade

Issue

After node reboot during Ontap upgrade from 9.7p8 to 9.8p4, giveback and aggregate relocation fail with error:
 
ERROR wafl.arl.vol.limitChkFailed: Aggregate 'aggr1': Volume limits check failed on destination node Volume count (164) exceeds system limit (100)
