FlexClone fails on thick provisioned FlexGroup

Issue

When attempting to create a FlexClone using a thick-provisioned FlexGroup (FG) as the source, the FlexClone fails if there is not sufficient space available.
cluster1::> volume clone create -vserver vm -flexclone vm_datastore_testclone -type RW -parent-vserver vm
-parent-volume vm_datastore -parent-snapshot weekly.2022-02-26_001 -junction-active true -foreground true
-space-guarantee none
[Job 11361] Job is queued: Create vm_datastore_testclone.

Error: command failed: [Job 11361] Job failed: Failed to create the clone volume. Reason: Aggregate
"random_storage_01" does not have enough free space to be used in provisioning FlexGroup volume "vm_datastore_testclone".
