During takeover, aggregate reports that it is offline when it is not

Issue

While a takeover operation is occurring, the following message may be returned when querying aggregate information for the node being taken over:

aggr show -aggregate aggr1
Info: Node Cluster01-01 that hosts aggregate aggr1 is offline
