Yes. you can shrink a FlexVol volume even when its data is being tiered with ONTAP FabricPool. The key constraint is that you cannot reduce a volume below its logical used size (active filesystem + snapshots + metadata), regardless of whether blocks are on the performance tier or in the cloud tier
